Job Description

Christian Aid (CA) was established in 1945 by the British and Irish churches. Currently, CA works in over 40 countries, with over 550 partners, worldwide. Christian Aid has worked in Ethiopia for more than 30 years, initially responding to emergencies, but gradually establishing a long-term development programme, to facilitate thriving, resilient and equitable communities.

Christian Aid in Ethiopia has four strategic focus areas.  These are resilient Livelihoods, Climate Change, Market Development and Humanitarian Response. CAE has also other strategic issues such as strengthening the organization, communication and campaigns, fundraising and supporter relations which are being dealt with as cross-cutting issues.

Role purpose

Christian Aid is bidding to run a large markets programme in Ethiopia, working with refugee and host communities in three regions. The purpose of the role is to establish and manage the finance and operations functions in the implementation of this major contract. The postholder will be responsible for effective financial management including the preparation of financial plans and reports, supporting and building the financial capacity of staff and facilitating external, internal and donor audits. The role will also ensure excellent operational and contract management to enable strong delivery of the programme. This role will also include overseeing partner financial capacity, managing the compliance function, and overseeing the administrative function.
Key outcomes
• Quality proactive financial management of the SHARPE programme, including accurate and timely forecasting and reporting, and the provision of the necessary financial information to enable strategic decision-making by senior management.   • Christian Aid and donor financial policies and procedures are complied with and any issues arising from non-compliance dealt with swiftly and efficiently.  • Internal, external and donor audits are supported and any actions dealt with.  • Effective procurement and management of external suppliers working to agreed service level agreements or contracts. • High quality relationships established and maintained with programme partners, capacity built and accurate and timely financial monitoring and reporting undertaken by partners. • Operational capacity around business systems delivered to a high standard  • Staff recruited, inducted & managed to perform to a high standard to meet their objectives.

Role context

Christian Aid is bidding to run a large markets programme in Ethiopia, working with refugee and host communities in three regions (Gambella, Dolol Ado, Jijiga). The 39-month programme aims to increase sustainably the net economic returns to refugees and host communities through both increased gains and decreased losses. This will be an adaptive programme that seeks to draw on research and learning to determine the development of programme interventions.
The Head of Finance and Operations is based in Addis Ababa, Ethiopia and is responsible for finance and operational excellence. The role is a part of the Senior Management Team responsible for oversight of the programme in-country. The postholder will report to the Team Leader. The SHARPE programme sits within the Christian Aid Ethiopia country programme.

Role requirements
Relationships
External Maintains and builds relationships with the donor and senior officials in relevant external agencies, and with colleagues in consortium partners.
Internal Reports to the Team Leader. Works with teams based regionally or globally supporting service contract delivery, including Finance, Communications and Human Resources.
Decision making
Budgetary/savings responsibility  Part of the dedicated programme leadership team. Manage the finance function and make decisions in all financial areas. Lead and facilitate annual statutory and donor audits as required, implement audit recommendations and advise on implementing any audit recommendations within partner organisations. Manage the implementation of new financial systems and processes in line with Christian Aid overall corporate requirements. Financial training needs of staff are identified and addressed. Lead procurement process in country.
Analytical skills
Strong analytical and critical thinking skills to evaluate problems and make decisions on a routine basis.
Interpreting large amounts of data. Reporting trends and outcomes. Multi-tasking and planning multiple strands of work.

Identify financial risks and mitigation of those in the programme and proactively monitor and manage SHARPE budget and operations.  Developing self and others

Overall people management responsibility up to 6 Has direct responsibility for developing, coaching and motivating a group of staff, where the skill/location mix is likely to be diverse; undertakes performance reviews and development of action plans to improve the performance of others, whether staff or volunteers.. Required to be a team worker and be pro-active in bringing innovation and solutions.

Job Requirements

Applied skills/knowledge and expertise

Essential • Qualified IFAC/ACCA accountant or equivalent.  • Significant experience of leading a Finance function and experience of dealing with institutional donor fund accounting.  • Experience of consolidating budgets and financial reports, using computerised financial reporting tools and managing audits.  • Experience in operational management of a complex programme.  • Excellent  interpersonal  skills  and  demonstrated  ability  to  lead  and  work  effectively  in  team situations  • Fluent English, spoken and written  • Strong analytical skills and critical thinking, and an adaptive attitude. • Experience of working on a programme or for an organisation with field offices or branches.

Desirable Post graduate qualification in a Finance/management discipline
Experience of working for an INGO

Word, Excel, PowerPoint : Advanced
Internet based collaboration tools & video calling :Intermediate
