I-TECH Malawi has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Programme Officers and Public Health Fellows. The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle.  I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

I-TECH is implementing a recent HIV infection surveillance project through inclusion of a test for recent infection (TRI) in routine HIV testing services at entry points to monitor epidemiology of recent HIV infections.

Recency results will aid in the identification of individuals who have acquired HIV within the past several months and may be at higher risk of transmitting HIV. This surveillance work can be used to inform HIV programming and improve targeting of prevention activities to sub‐ populations and locations where high levels of transmission may be occurring.

I-TECH is seeking to hire qualified candidates for the following position to support the activity

Recency Surveillance District Coordinator (Multiple Positions)

Position Overview

District Coordinators (DC) will supervise Site Coordinators (SC) to ensure completion of daily HTS register review and database upload, data abstraction from HTS registers on background population tested, and weekly quality control completed.  The DCs will support RS district level operations and provide technical assistance to HDAs and staff conducting HIV testing in carrying out Recency testing. DCs will ensure that facilities have the necessary supplies for Recency testing and dried blood spot (DBS) collection and will ensure that sample transportation follows standard procedures.

Key Responsibilities

  • Coordinate RS implementation with district HTS Coordinators.
  • Support RS activities at the district hospital and collaborate closely with the district hospital laboratory.
  • Supervise SCs in assigned district. Train, mentor and support SCs on RS standard operating procedures.
  • Facilitate effective integration of RS into routine facility HIV testing services. Collaborate with other health care workers to ensure effective implementation of recency testing
  • Ensure compliance to national HTS guidelines including RS project informed consent, testing and documentation procedures and the WHO’s 5Cs.
  • Monitor SCs’ weekly data collection, electronic data entry and reporting to central office, using both paper forms and tablets.
  • Monitor SCs’ shipment of DBS samples for viral load testing.
  • Monitor SCs’ recency test quality control activities at facility level. Ensure that quality assurance for both counseling and testing is being implemented at facilities
  • Ensure availability and timely resupply of recency test kits and other consumables in collaboration with SCs and facility pharmacy in charge to avoid interruption of services.
  • Submit a comprehensive technical report monthly to zonal office.
  • Develop and share monthly activity workplan and participate in weekly review meetings with supervisor.
  • Attend periodic meetings to review RS activities at district/zonal level and share reports and updates as appropriate.

Requirements

  • Bachelor’s Degree in health-related field from a recognised institution and those with training in nursing, community nursing, laboratory or any other related health field are most preferred. Those with a certificate in HIV testing services and/or HTS supervision will have added advantage.
  • Previous experience in surveillance work involving human subjects such as HIV testing services.
  • Demonstrated sensitivity to issues related to HIV and ability to work within MOH health facilities.
  • Minimum 2 years’ experience in health research setting.
  • Previous experience in using tablets for data collection.

Preferred Qualifications

  • Experience with implementation of health-related program at district level.
  • Knowledge and experience in HIV testing services / HTS supervision.
  • Strong knowledge and experience working with computer and MS packages (word, excel, etc)
