BACKGROUND

The Pharmacy, Medicines and Poisons Board (PMPB) was created in 1988 through an Act of Parliament and is mandated to approve medicines and related medical supplies for distribution in Malawi after careful assessment of quality, safety and efficacy; approve pharmaceutical businesses operating in Malawi; and register Pharmacists, Pharmacy Technicians, and Pharmacy Assistants to practise in Malawi. In order to fulfil its mandate effectively and efficiently with a strategic leadership and management, PMPB in the process of filling Executive Management vacant positions on a Three year Contracts, renewable based on satisfactory performance, and is hereby inviting suitably qualified and experienced Malawian Nationals to fill the vacant positions of Registrar and Deputy Registrar to be part of the existing leading team based at the secretariat in Lilongwe. DEPUTY REGISTRAR POSITION

The Deputy Registrar shall report directly to the Registrar and is also the Head of Technical Department.

Specific duties and responsibilities

The Deputy Registrar will be responsible for carrying out the following duties:

  1. Plan and carry out regular checks and audits to ensure adherence to good manufacturing practices (GMP) for manufacturers and good professional practices (GPP) for registered professionals.
  2. Plan and implement in collaboration with law enforcement agencies the monitoring and controlling of the illegal vending of medicines and explore ways of reducing or eliminating the problem of street vending of medicines.
  3. Establish and maintain a network for pharmaco-vigilance and pharmaco-epidemiology including a system for reporting, data processing and giving feedback.
  4. Oversee the operation of an effective pre-registration training program for Pharmacists, Pharmacy Technologists and Assistants.
  5. Participate in the development and maintenance of standards and training curricula for pharmaceutical personnel in collaboration with training institutions and the Ministry of Health.
  6. Evaluate technical data to ensure an effective and efficient drug registration system in collaboration with the technical staff and the Medicines Committee.
  7. To assist in the operation of a continuing education program for all professional cadres in the pharmaceutical sector.
  8. Evaluate annual reports for the Technical Department and identify gaps and work out possible interventions including possible donor funding proposals.
  9. Assist in management of resources (Human and Financial) to ensure that the limited resources go a long way in achieving the strategic objectives of the Board.
  10. Plan and participate in the annual budgeting process particularly for the technical department which includes the National Drug Quality Control Laboratory, Drug Registration and Inspectorate.

Personal academic and professional qualifications, experience and attributes

The ideal candidate must have the following:

  1. A Bachelor’s Degree in Pharmacy and Master’s Degree in Pharmacy will be an added advantage.
  2. Registered with the Pharmacy, Medicines and Poisons Board.
  3. A minimum of 5 years experience as a Pharmacist in the public or private sector organization.
  4. Fully conversant with the provisions of the Pharmacy, Medicines and Poisons Act, amendments and regulations.
  5. General management skills and knowledge.

REMUNERATION

The successful shall be offered a negotiable performance related contract for a period of three years, with an attractive salary, benefits and gratuity packages commensurate with seniority of the position and qualifications of the candidates.
