BACKGROUND

The Pharmacy, Medicines and Poisons Board (PMPB) was created in 1988 through an Act of Parliament and is mandated to approve medicines and related medical supplies for distribution in Malawi after careful assessment of quality, safety and efficacy; approve pharmaceutical businesses operating in Malawi; and register Pharmacists, Pharmacy Technicians, and Pharmacy Assistants to practise in Malawi. In order to fulfil its mandate effectively and efficiently with a strategic leadership and management, PMPB in the process of filling Executive Management vacant positions on a Three year Contracts, renewable based on satisfactory performance, and is hereby inviting suitably qualified and experienced Malawian Nationals to fill the vacant positions of Registrar and Deputy Registrar to be part of the existing leading team based at the secretariat in Lilongwe. The following are the required personnel and work-related traits for the vacant position:

REGISTRAR POSITION

The Registrar is the Chief Executive Officer for the PMPB, and as such, reports directly to the Board.

Specific duties and responsibilities

The following are the duties and responsibilities of the Registrar:

  1. To manage and administer the activities and operations of the Pharmacy, Medicines and Poisons Board to achieve its objectives.
  2. To initiate and develop general policy framework for consideration by the Board within the legal mandate of the Pharmacy, Medicines and Poisons Act (1988).
  3. To identify programs and projects which meet the Board’s criteria for support, including fund raising and income generating activities.
  4. Direct, manage and supervise the secretariat including all departments to ensure the work output is adequate and in line with the Board’s objectives, policies and regulations and strategic plans.
  5. Evaluate all programs of the Board prior to their submission to Board members for consideration.
  6. To provide continuous monitoring, controlling and reviewing of implemented and operating programs and to re-direct approaches where necessary to ensure optimum results in meeting the goals and objectives of the Board.
  7. To submit regular reports of the Board’s achievements against set indicators.
  8. To manage financial resources through timely preparation of budgets, proper and prudent financial controls, proper authorization of expenditure and to ensure that Board’s property and equipment are safeguarded, insured and maintained.
  9. To plan for and ensure that financial audits are carried out timely and submitted to the Board.
  10. To prepare schedules and agendas for Board and Committee meetings and produce records of such meetings and distribute the same to each member.
  11. To develop and manage human resources by recommending for employment competent and properly trained staff.
  12. Assess staff performance on continuous basis and where the need arises provide necessary training support for personnel in various positions.

Personal academic and professional qualifications, experience and attributes

The ideal candidate must have the following:

  • High level of personal integrity with a proven track record and involvement in the pharmaceutical sector.
  • A first degree in Pharmacy
  • A Master’s Degree in Pharmacy related field or Business Administration/ Management.
  • Currently registered with the Pharmacy, Medicines and Poisons Board.
  • At least 5 years’ experience at a senior managerial position in a reputable organization.
  • Fully conversant with the provisions of the Pharmacy, Medicines and Poisons Act, recent amendments and regulations.
  • General management skills and knowledge.
  • Fully computer literate in Microsoft packages.

REMUNERATION

The successful shall be offered a negotiable performance related contract for a period of three years, with an attractive salary, benefits and gratuity packages commensurate with seniority of the position and qualifications of the candidates.
