ROLE PURPOSE:

The incumbent of this position represents SC values and principles in interactions with staff and external audiences. These values and principles include commitment to the mission of Save the Children international, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity. The job Holder will be responsible for will be responsible for the successful implementation of the EU funded SRH project at woreda level. This will include working closely with woreda sector offices (Health, Education, WCYA…) youth clubs, CBOs, school clubs and community leaders. The Woreda project officer/health officers will also support partner and stakeholder activities and ensure proper project operations in a timely fashion and government and donor requirements and Save the Children standards.

Reports to: SRH Zonal program coordinator

KEY AREAS OF ACCOUNTABILITY

This post focuses on development/humanitarian programming, but will be expected to contribute to SCI’s dual mandate and support as needed in both emergencies and development settings.

Ensure that the EU-SRH project in the respective woreda is implemented according to the approved donor and government agreements.
Ensure that project activities are linked and integrated with government sector development programs at woreda level
Establish community to health facility referral linkage
In consultation with the zonal coordinator, develop and regularly update a detailed project work plan guiding the project implementation at woreda level.
Prepare programmatic reports for SC and ensuring these are of high quality. This will involve compilation of information from project intervention Woreda. Be fully aware of the grant compliance regulations for the donors relevant to the project.
Be fully aware of how far the project fulfils child rights in terms of SCI’s strategic and thematic plans. Ensure that Child Rights programming is effectively incorporated into all aspects of SCI’s work
Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
Through day to day work relationship, provide technical advice and support to stakeholders, partners and volunteers at woreda level.
Ensure the effective and efficient use of all SCI resources in order to keep costs low and ensure the security of staff
Participate and lead stakeholder analysis, training need assessment, design and coordination of training sessions at woreda level.
Ensure there is a system to share experience among the interventions areas.
Work with the project manager, zonal coordinator and other project staff to identify the technical support needs of the project and ensure this support is provided
Represent the project at woreda level and establish work relationship and networking with key government and community partners
Undertake other activities assigned by the zonal coordinator

Job Requirements

QUALIFICATIONS AND EXPERIENCE

Essential

· BSC in Nursing or Health Officer/Public Health

· Minimum of 2 years’ experience in implementing humanitarian integrated projects implementing SRH activities in NGOs or similar organization in pastoral areas.

· Experience in working with multicultural team and complex projects

· Ability on partnership building and interpersonal communication

· Demonstrated experience in supporting, organizing and facilitating trainings

· Excellent proven knowledge in MS Office (Excel, Word, Outlook)

· Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks

Desirable

· Experience in quality assurance in a clinical setting.

· Strong interpersonal skills, communication, presentation and facilitation skills and an ability to train and mentor staff

· Cultural and gender sensitivity

· Work experience in pastoral areas and knowledge of Afar language is advantageous
