ACDI/VOCA Ethiopia would like to invite applicants for Grants Officer for the Feed Enhancement for Ethiopian Development Project– Phases II & III (FEED II and III). Begun in 2013 and to continue through 2022, FEED (phases II and III) is funded by the United States Department of Agriculture (USDA) and implemented by ACDI/VOCA.  The overall goal of FEED is to increase the incomes of Ethiopian smallholder livestock producers by improving access to, and use of, consistent, affordable, high quality animal feed that can support greater livestock productivity and efficiency.  We are currently seeking qualified candidates for the following position:

SUMMARY:

The Grants Manager is responsible for organizing, coordinating, and monitoring all grants under the FEED II/III projects. S/he will facilitate the whole grant process from start to finish: working with the technical team on grant conception, to putting together grant documents, to monitoring grants, to facilitating payments. The Grants Manager ensures that grants are executed in an efficient and timely manner, in full compliance with ACDI/VOCA grants policies and procedures, as well as USDA rules and regulations. S/he will ensure the integrity and transparency of the process for identifying organizations to receive grants and for the procedures used to award them. S/he ensures that processes and procedures are clear and clearly communicated to staff, applicants, and grantees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Assistance in identification of promising grant opportunities in consultation with technical and management staff.

·         In conjunction with technical and management staff, help design grants from the beginning in a way that will ensure desired outcomes and help achieve project results.

·         Liaise with the technical and M&E team to establish performance indicators.

·         Draft RFPs that clearly outline grant objectives and requirements.

·         Manage correspondence with applicants and assist them with proposal development when necessary.

·         Facilitate review process for concept notes and grant applications

·         Review and analyse grantee budget estimates for allowability, allocability, reasonableness, and consistency.

·         Develop and manage all grants documents (following current templates). Perform pre-award assessments, ensure modifications are completed on time, and that all files are comprehensive including correspondence, approvals and complete sets of documents for each grant in accordance with the Grant Manual.

·         Ensure the management of a transparent, effective and efficient grants program, including the pre-award assessment, and selection and management of grant agreements.

·         Work closely with technical staff to ensure monitoring of grantees, that grants are moving forward, and that obligations are not overspent.

·         Notify the Operations and Program Manager, DCOP, and the senior technical staff responsible for working with the grantee when modifications are needed, or if any performance issues arise.

·         Work closely with the procurement team to ensure in-kind goods are procured in a timely manner and are in line with the grant agreement.

·         Act as a back-up point of contact for grantees, particularly related to financial issues.

·         Participate in monitoring visits with national and regional technical staff to ensure that funds allocated are used for specified purposes.

·         Work with grantees/partners as needed to ensure understanding and compliance with grant agreements.

·         In close collaboration with the Operations and Program Manager, conduct internal training sessions on the FEED grants processes including the preparation of grant applications, financial management and reporting requirements.

·         Review monthly cash flow, financial status reports, monitor obligation ceilings and other funding needs/requests of grantee recipients against their approved budgets. Review and verify financial reports for accuracy and prepare payments for approval as appropriate.

·         Work closely with Director of Operations and Finance and Operations and Program Manager on disbursements to date against total grant amount.

·         Ensure grants issued under the project are done in line with USDA rules and regulations and ACDI/VOCA policies and procedures.

·         Report any suspected activities of potential maleficence immediately to the COP and the Operations and Program Manager for immediate review and discussion.

·         Provide grants data according to the monitoring and evaluation framework/performance management plan (PMP).

·         Prepare cash requests and follow up on payments with the finance department on payment status.

·         Ensure filing of grant related documents electronically using A/V file sharing procedures.

·         Perform other additional duties as assigned by the Operations and Program Manager or COP.

Job Requirements

·         University Degree in Accounting, Finance, Business Administration, Economics or related field required, MA preferred

·         Minimum 10 years of work experience, with a minimum of 5 years in Grants Management

·         Demonstrated experience and success in setting up, managing and closing out of grants.

·         Demonstrated leadership skills and the ability to coordinate and work across various departments.

·         Previous experience with USAID or USDA projects greatly preferred, preferably at an International NGO

·         Understanding of livestock value chain and business development in Ethiopia preferred.

·         Demonstrated writing skills in English

·         Proficiency with software such as Word, Excel, SPSS, PowerPoint, Outlook, etc.

·         Strong communication and interpersonal skills

·         Ability to work both independently and as part of a team

·         Strong sense of personal initiative and ability to meet deadlines

·         Fluency in English and Amharic
