Baylor College of Medicine Children’s Foundation Malawi (Baylor-Malawi) is a not-for-profit organization partnering with the Government of Malawi in the health sector. The mission is to improve the health and lives of HIV-infected children and families through high quality, high impact, ethical, state-of-the-art, comprehensive care and treatment, training of health professionals, and clinical research. Baylor-Malawi has an international reputation for innovative, evidence-based HIV service delivery programming.

USAID has signed a cooperative agreement with Baylor-Malawi for the Technical Support to PEPFAR Programs in the Southern Africa Region—or TSP—Program to reduce the impact of HIV/AIDS in ten countries: Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe. Focal countries will be supported to reach ambitious UNAIDS 90-90-90 goals: 90% of HIV-infected individuals know their status; 90% of patients who know their status adhere to anti-retroviral therapy (ART); and 90% of patients on ART are virally suppressed by 2022. Through TSP, Baylor-Malawi andits partners will provide technical assistance to regional HIV/AIDS programs and build the capacity of country teams to eventually take full ownership of the programs. Assistance will include technical expertise, human resource capacity, physical infrastructure, program implementation experience, and regional coordination and communication with a special focus on women, children, and adolescents with HIV.

Position Description

The TSP Program Manager will be responsible for providing oversight to various regional programs throughout Southern Africa, serving as one of the primary points of contact within TSP to local project managers directly implementing TSP programs. This individual will oversee day-to-day management and serve a multi-faceted role in the TSP, including contributing to program design, implementation, and evaluation strategies, monitoring work plan implementation and program performance, tracking reporting deadlines, facilitating and attending regular update meetings with partners and stakeholders, report writing/editing, and providing day-to-day guidance to local project leaders on programming, finance, M&E, and reporting. The TSP Program Manager may also be asked to assist with other aspects of program facilitation with TSP partners, including procurement, recruitment, interviewing, and personnel management (in concert with Malawi-based HR and the DCOP). To successfully execute these responsibilities periodic travel (10% time) to regional partner countries will be required. Reporting to the TSP DCOP, this individual will also be asked to fill-in formany of the day-to-day responsibilities of the DCOP is on temporary leave.

Given these multiple and dynamic responsibilities the ability to multitask and manage relationships, strong communication and interpersonal skills will be a critical factor in this individual’s success in this role. This individual will also be asked to take initiative and exercise individual judgement so the ability to demonstrate excellent critical thinking and good judgement is a must.

Candidate Profile

Applications are sought from experienced, mission-driven candidates who meet the following profile:

• Master’s Degree required, Masters of Public Health or Masters of Business Administration is a plus;
• 5+ years’ experience in management public health programs in the Southern Africa region;
• Demonstrated experience in HIV/AIDS program management; experience with programs specializing in women, pediatrics, or adolescent is a plus;
• Demonstrated experience managing multiple aspects development projects in developing countries, including programming, finance, M&E, and reporting;
• Excellent interpersonal skills, critical thinking, maturity, discipline, loyalty, and taking initiative with an ability to work independently and within a team;
• Proven record of excellent management, leadership, and decision-making skills;
• Excellent communicator and writer (in English) with experience as a spokesperson who can articulate messages logically and persuasively to various audiences;
• Established skills in building effective internal work relationships at all levels, and maintaining productive and cordial working relationships with stakeholder counterparts;
• M&E experience;
• Experience writing reports for USAID/PEPFAR;
• Familiarity with USAID/PEPFAR programming, reporting, and rules and regulations;
• Ability to meet deadlines with strong attention to consistency, detail, and quality;
• Ability to travel internationally, estimated at 10% time
