In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Position Summary

The Shelter Project Officer will be the principal liaison between Catholic Relief Services (CRS) Ethiopia Country Program and its local Church partner Ethiopian Catholic Church- Social and Development Coordinating Office (ECC-SADCO) Harrar. Major activities of the project officer include but not limited to: implementation, management, monitoring and evaluation, reporting and coordination of the shelter & settlement and associated infrastructure projects

The Shelter Project Officer is also responsible for building the capacity of ECC-SADCO Harrar on the bases of identified capacity gaps/needs. He/She will maintain and facilitate a constructive relationship between CRS/Ethiopia and ECC-SADCO Harrar and pertinent government organizations for successful implementation of the project.

The Shelter Project Officer will closely work with ECC-SADCO Harrar and CRS program and finance staff in the planning, implementation and reporting of project activities and budget management. He/She reports to the Shelter and Settlement Program Manager and carries out the following duties & responsibilities:
Overall Responsibilities:

Act as a focal person for shelter & settlement and infrastructure construction projects and liaising between CRS Ethiopia Country Program and the local partner – ECC-SADCO Harrar;
Facilitate the implementation of shelter & settlement and associated infrastructure construction activities and budget planning, implementation, monitoring & evaluation, and reporting;
Coordinate the implementation of the project with pertinent Government agencies and Non-Government organizations working in the area;· Provide support to partner staff in the areas of quality programming including financial management and budgeting;
Strengthen capacity of local partner staff to manage the project effectively and efficiently;

Specific Duties and Responsibilities:

Program/Construction Design
Undertake project operational plans in accordance with the agreed construction strategy;
Ensure that all construction activities are developed in coordination with other sector teams, as appropriate;
Participate in the design process ensuring that community feedback, local construction materials and practices are incorporated into the shelter & settlement and infrastructure design.
Prepare appropriate design, construction and monitoring methods which draw upon the industry standards and best practices of CRS and others;
Conduct efficient market assessment for construction materials and local labor, prepare bill of quantities (BOQ) and specifications of shelter & settlement and associated infrastructure projects.
Ensure that all CRS construction programs comply with relevant local, national and international standards and regulations, and reflect industry standards and agency best practices;
Oversee the development and use of program documentation and tools, in accordance with industry standards and agency best standards;
Ensure that environmental and sustainability issues are considered in the program design, in keeping with industry standards and agency best practices.

Project Management and Implementation

Project Management:He/She is responsible for ensuring the quality of shelter and settlement and associated infrastructure projects, including project planning, implementation, monitoring and evaluation and on-site budget management. He/She will provide management oversight and supervision of the entire shelter construction process, including project quality; construction design; contracts oversight; construction implementation; project control, monitoring and evaluation; and maintaining a good working relationship with partners.

Implement and oversee all construction programming, including technical assessments, project development and design, tendering and contract administration;
Ensure that documents and procedures are produced and maintained to provide the required level of internal program and financial control;
Ensure compliance with quality, safety, and environmental standards for the project, in keeping with internationally agreed best practices or as otherwise outlined in agency guidelines;
Liaise with key non-government organizations (NGOs) and national, provincial, and local government, taskforce teams and workshops, technical committee meetings, and coordination groups as necessary;

Ensure program compliance and compatibility with CRS principles of justice and solidarity;
Serves as point person between ECC-SADCO Harrar and CRS Ethiopia Country Program;
Facilitates development implementation of detailed implementation plan (DIP) of the project in accordance with the agreed construction strategy with ECC-SADCO Harrar and CRS management;
Identifies needs/gaps and challenges in project implementation and brings to the attention of CRS management as required; and
Develops and maintains strong collaborative relationships between ECC-SADCO Harrar and CRS/Ethiopia.

Construction Implementation:

Quality Control and Progress Monitoring:

Conduct regular site inspections to monitor quality control.
Monitor material quality and quantity to ensure contractor/technician or community workers uses the specified materials.
Identify and manage construction variations, ensuring adherence to high quality standards.
Document corrective actions and the completion of each project.

Contract Management:

In coordination with CRS Shelter and Settlement Program Manager and partner’s Procurement Officer, assist in pre-qualification process to review the financial and management capacity of potential contractors.
Review available bid and contract documents ensuring alignment to the government tender process and requirements
Provide close oversight of contractor’s construction performance and compliance with contract requirements.
Provide necessary administrative and financial support to partner and contractors in consultation with CRS Shelter and Settlement Program Manager and CRS finance department.

Project Control, Monitoring, and Evaluation:

Constantly track and report construction progress, cost expenditures, and documents against pre-defined schedules, budget, and indicators.
Pro-actively identify problems and make decisions regarding changes in project completion dates and budget expenditures, in consultation with the Shelter and Settlement Program Manager.
Conduct weekly monitoring meetings with contractors/technician, and partners field staff.

Financial Management:

Works closely with ECC-SADCO Harrar to review and explain budget levels, timelines, bid processes, and other financial requirements;
Works with ECC-SADCO Harrar to prepare monthly financial liquidations and verify whether that they are accurate, valid, and are supported by necessary attachments;
Reviews Accounts/Fund balances of ECC-SADCO Harrar monthly using CRS’ Finance Department’s monthly Budget Comparison Review;
Maintains separate files, complete with all the necessary documents. (Approved Project Budget, Budget amendments, grants agreements, grant modifications); and
Assists Program Manager and Project Accountant in audit-related activities.

Capacity Building/Strengthening:

Serves as technical support person for local partner and assists in strengthening capacity through training, networking, exchange visits, sourcing guidelines based on identified needs;
Assists local partner in the overall program supervision, project planning, implementation, Monitoring and Evaluation, reporting and documentation as required/needed.

Monitoring and Reporting:

In partnership with ECC-SADCO Harrar, conducts regular monitoring and periodic evaluation for proper tracking and reporting of project activities and budget utilization;
Prepares performance and financial reports and ensures the timely submission of all the reports and responses to CRS/Ethiopia;
Directs and monitors the implementation of activities to ensure that activities are performed to a high professional standard, effectively implemented and fulfill CRS/Ethiopia requirements; and

Provide regular updates on progress, priorities and constraints – verbally and in writing to CRS Country Program Senior Management.

Job Requirements

Education: BA/BSc or MA/MSc degree or similar professional qualification in Structural/Civil Engineering, Architecture, Construction Management or related technical field;

Experience:

A minimum of 4 years’ design and/or construction experience, including site supervision and contract management, plus a preferred minimum of two years’ experience in developing and implementing shelter or community infrastructure projects on behalf of development organizations;

Extensive experience in project management, preferably in emergency context;

Familiarity with current standards and guidelines for humanitarian emergency response, including the Sphere Handbook criteria;

Experience working with internally displaced people and refugees’ settlement construction projects

Ability to work in partnership with local communities and NGOs as appropriate; and

Self-reliance and an ability to work in a challenging and demanding environment, under supervision.

Competencies /Knowledge, Ability and Skill

Knowledge in disaster risk reduction (DRR) program and emergency response management, grant management, donor’s regulations, systems and procedures is an added value;

Strong program management skills, as well as experience in establishing and maintaining relationships both internally and externally, are required;

Proficiency of written and oral communications in english and other local regional languages is an asset;

Commitment for frequent field travel to internally displaced people settlement areas in Somali Region (note the place of assignment is Gode).

Ability to work with diverse groups of different cultures and under stress situation;

Good communication skills, drive for results, flexibility, efficiency and creative thinking;

Team player with good facilitation skills and objective oriented;

Strong computer skills are mandatory and engineering software skills (Auto CAD, ArchiCAD, ArcGIS) are very essential.
