Central Statistical Agency Jobs Vacancy 2018
The Government of Ethiopia has received financial support from the World Bank to undertake Statistics for Results (SFR) project aims to strengthen the Central Statistics Agency’s (CSA) institutional capacity to produce and disseminate reliable and timely statistics in a cost-effective manner in accordance with international standards and in response to user needs.
Objective
The objective of this post is to ensure that the financial management arrangements of the projects are providing assurance that the funds of the project are used for intended purposes and that the financial management arrangements continue to be adequate. . This will contribute to the success of the project as a whole.
Duties and responsibilities
The Assistant FM Specialist will be responsible for the following functions:
Handles check books, vouchers, formats (payroll, per diem, fuel request tax payment etc.) in his/her custody
Prepares check payments for approved payment documents
Prepare petty cash payments for approved payment, which will be paid by the cashier
Assists the cashier in paying to participants of workshops, seminars and training
Assists the secretary in booking training, seminar and workshop venues
Liaises with National Bank and other Banks for requesting bank account balances, delivering transfer letters, requesting for new check books, facilitate payments in foreign currencies for oversees travelers, facilitate to open letter of credits for international purchases and request for bank statements for all accounts
Handles fuel coupons and track records the balances
Liaises with Revenue and Customs Authority in paying Value Added Taxes, With-holding Taxes, Income taxes and taxes to incoming goods from foreign purchases
Makes sure that there are enough vouchers and documents for use
Reports to the Financial Specialist about bank balances, Progresses on letter of credits and other issues that may need immediate attention of the project
Hands over Payment & receipt documents to the Financial Specialist for further action
Summarizes petty cash payments vouchers and reports for replenishment
Handles stock records and fixed asset registers
Carryout any other relevant tasks within his/her field of activity that the SFR project coordinator interests to him/her
Working Methodology
The expert will work closely with the Financial Management Specialist and the project Coordinator to assist in the financial activity and improve the efficiency /quality of work in accordance to Government of the Democratic Republic of Ethiopia regulations & procedures and World Bank guidelines and procedures.
Reporting
The Assistant Financial Management Specialist will report to the Financial Management Specialist for technical issues and to the project coordinator for administrative issues.
Contract duration and remuneration
The contract will be for 8 months but extendable depending on the availability of fund and the need as of business continuity.
Job Requirements
Qualification and Experience:
MA/BA degree in accounting or finance at least 8 years for BA holders or 6 years for MA holders of work experience preferably with experience in the areas of internationally financed development programs or World Bank guidelines and procedures.
Good knowledge of Microsoft (word, excel) and knowledge in IBEX is advantageous.
