Chemonics Recruitment 2019

Chemonics seeks a monitoring, evaluation, and learning (MEL) specialist for the anticipated USAID-funded Malawi Modern Cooking for Healthy Forests activity (“Tiphike Mwa Makono”). This five-year activity will promote sustainable forest management and energy options to maintain forest cover and reduce land-based emissions in Malawi. By increasing the demand for alternative and efficient energy options and technologies, and the supply of sustainable wood fuels from well-managed forest resources, the activity will help Malawi reduce unsustainable tree cutting in both public and customary forests, improve forest cover as well as conserve associated watersheds. Responsibilities include:

  • Contribute to the design, implementation, and ongoing revision of a MEL system that adheres to client guidance and meets the program’s needs for learning, analysis, and reporting
  • Provide support, advice, and oversight on activity-level and program-level monitoring, evaluation, research, and learning, ensuring quality and consistency across the program
  • Report directly to the chief of party

Required qualifications:

  • Master’s degree in natural resources management/conservation, renewable energy, statistics, development planning, geographic information systems, or a related field — or, in lieu thereof, a bachelor’s degree and three additional years of experience in a relevant field
  • Minimum five years of experience in monitoring and evaluation on donor-funded projects
  • Experience with quantitative and qualitative research methods, including surveys and focus groups
  • Experience with USAID management information systems; the Collaborating, Learning, and Adapting approach; and project environmental mitigation and monitoring plans preferred
  • Experience linking research and program findings to program design and implementation
  • Experience in relevant data collection and processing methods, web-based data management systems, and data quality assurance
  • Experience with alternative energy and efficient cooking technologies, low-emissions development, energy, and forestry preferred
  • Experience with MEL for reducing emissions from deforestation and forest degradation, including carbon inventories and measurement, reporting, and verification of greenhouse gases, preferred
  • Demonstrated knowledge and experience in spatial analysis, landcover mapping, and geographic information systems
  • Experience managing and coordinating evaluations and data quality assessments
  • Experience working with local organizations to ensure effective MEL and adherence to all requirements preferred
  • Experience with USAID and/or other international donor-funded projects
  • Fluent English; excellent written and oral communications skills
  • Proficient Chichewa or another applicable language preferred
  • Demonstrated leadership, versatility, and integrity
