Position title:                                    Zonal JEOP Program Coordinator (2)

PURPOSE OF THE JOB

The Zonal JEOP Program Coordinator will be responsible for coordinating the FHE JEOP program running in the Wag Himra/South Gondar zone project offices of Amhara region, which targeting families through different emergency food aid. The position holder is responsible also for coaching the JEOP program staffs at the projects. He/she will primarily be responsible to lead the study, design, implementation, monitoring, evaluation and reporting of the JEOP program and other emergency projects/ programs executed by the organization under the DRRM program department.

ESSENTIAL TASKS AND RESPONSIBILITIES

Key Result #1: Take leadership role of coordinating FH Ethiopia JEOP Program

ü  Provide full technical and functional management support to the JEOP program currently operational in Wag Himra/South Gondar districts of Amhara Regional State

ü  Provide technical support to the country office DRR Program strategy development & JEOP designing and planning process

ü  Work closely with the JEOP manager to implement and review the department strategy in order to ensure its contribution and adherence to regional and zonal strategies

ü  Liaise with woreda, zonal & regional office managers, and donor and consortium lead (USAID, CRS and others) as required to develop and expand the program.

ü  Keep updated on acute emergency needs and unmet gaps

Key Result #2: JEOP Program Coordination (study, designing, implementation, monitoring, reporting, and funding)

ü  The position holder is the contact person for the USAID funded JEOP program in Wag Himra/South Gondar zone with all the responsibilities of program management.

ü  Support in writing up of the JEOP and emergency proposals and concept notes (for on-going and new projects) in accordance with FH and donor standards and principles.

ü  Assist projects during targeting/retargeting delay and other related problems.

ü  Assure the quality of data is maintained in the preparation of MBL, Beneficiary payroll, different JOEP documents and reports.

ü  Assess Warehouse capacity and report immediately to head office JEOP manager whenever there is storage problem.

ü  Assist head office in the planning of JEOP PREP activities and budgeting

ü  Follow up and facilitate timely JEOP commodity dispatching and distribution activities.

ü  Collect, summarize and submit the JEOP weekly distribution update & schedule.

ü  Collect, review and submit post distribution monitoring (PDM) periodic reports.

ü  Ensure joint accountability mechanism (JAM) activities are put in place in each project food distribution points (FDPs) and implemented in proper manner.

ü  Collect, consolidate and review different reports of JEOP projects (weekly distribution, monthly, quarterly, SARR & Annual reports) and submit to head office JEOP manager.

ü  Fully represent FHE in any Disaster Risk Reduction and Management department related issues in Wag Himra/ South Gondar zone level and Amhara region as required.

Key Result #3: Early Warning & Early Action 

ü  Provide and ensure the proper transfer of short message system (SMS) data by reminding the data senders of the Wag Himra/South Gondar zone projects.

ü  Review and submit early warning situation reports (monthly and quarterly) from the Wag Himra/South Gondar Zone projects.

ü  Identify and assess capacity needs of project office staffs, and build their capacity.

Key Result #4: Risk & Compliance Related Tasks

ü  Accompany CRS Risk & Compliance Monitors during their field visit.

ü   Follow up the proper closure of monitoring findings originated from both FHE & CRS

ü   Consolidate feedbacks of the Wag Himra/ South Gondar zone projects on the follow up sheets.

ü   Do regular internal monitoring to assure compliance with REG 11 & JEOP commodity management minimum standards

o    Warehouse Management

o    Food handling

o    Record Keeping/Reporting

ü   Report any risk & compliance related incidents immediately to FHE Risk and Compliance Manager

ü  Collect, consolidate and review different JEOP Risk and Compliance reports (Monthly, Quarterly, SARR & Annual reports) and submit to head office Risk and Compliance Manager.

Key Result #5: Program/Project Designing, Monitoring and Evaluation Activities

ü  Conduct periodic monitoring & evaluation to the Wag Himra/South Gondar zone JEOP projects and send reports to FHE head office JEOP manager.

ü   Accompany donor, external auditors and visitors whenever necessary.

ü   Participate and/or lead a rapid onset hazard assessments, identification of acute needs and designing of emergency response concept notes/proposals as required

ü   Ensure the proper integration of cross-cutting themes in the plan and reports of JEOP and other emerging projects 

SPECIAL DUTIES/FUNCTIONS OF THE POSITION:

ü  The Zonal JEOP Program Coordinator is responsible for coordination of FHE Ethiopia JEOP & other emergency response projects in close cooperation with JEOP Manager and other staffs of the DRR department.  The Coordinator will ensure that the JEOP & other Emergency Response projects are well synchronized with FHE’s DRRM department program strategy. The job functions has indirect supervisory responsibility to JEOP implementing projects staffs, should also be carried out in close cooperation with the project manager and promote close and mutual working relationships between staff contributing to a dynamic and friendly office environment. The Zonal Coordinator is expected to be flexible and be able to give assistance with different activities not included in this primary job description as per direction from immediate supervisor.

EDUCATION AND EXPERIENCE

ü  Master of Science in development studies or Bachelor of Science in agricultural economics, plant science, food science, DRR and management related sciences

ü  Minimum of two years coordination related experience for Master holder and four years for Bachelor of Science preferably in NGOs settings on areas of food aid and food security/livelihood sectors

OTHER REQUIREMENTS

ü  Trainings in Early Warning, Food Aid Management, DRR  is plus

LANGUAGE SKILLS  

ü  Excellent in spoken and written English.
