1. Objective of the Assignment
FHI 360, through the USAID Caring for Vulnerable Children Activity, seeks to recruit six (6) Survey Supervisors to be engaged in the planned Baseline Survey to establish benchmark values for key indicators against which program contributions will be measured at the end of the program.

FHI360 is currently implementing the USAID Caring for Vulnerable Children (CVC) project in 126 woredas/towns spread across four regions of Amhara, Oromia, SNNPR, Tigray – and two City Administrations – Addis Ababa and Dire Dawa to reach a total of 325,000 HIV-impacted vulnerable children in five years (May 2017 to 2022). The project, funded by the U.S. Agency for International Development (USAID)/Ethiopia is implemented at the community level through 22 Local Implementing Partners under the leadership of GOE’s Ministry of Women and Children’s Affairs (MoWCA), Ministry of Health, HIV/AIDS Prevention and Control Office (HAPCO), and Ministry of Labor and Social Affairs (MoLSA). The project is designed to improve health and wellbeing outcomes for Orphans and vulnerable children (OVC) in Ethiopia.
3. Scope of Work – Survey Supervisors
The baseline assessment survey will be conducted in 22 targeted Woredas/towns of the implementing regions of Amhara, Oromia, SNNPR, Tigray, Addis Ababa and Dire Dawa – at household level. The assignment requires six (6) Baseline Survey Supervisors with the following scope of work:
§ Able to fully avail his/her time during the study period
§ Review the protocol, understand the purpose of the data collection and internalize data collection tools
§ Prepare a detailed supervision/field work plan and obtain approval from FHI 360
§ Ensure data collectors under supervision have functional survey equipment
§ Support data collection team in identifying suitable venues to organize interviews
§ Ensure data collectors report to duty daily and on time
§ Lead and supervise data collectors while in the field; and mentor and coach them to avoid data collection errors
§ Hold a debrief meeting with data collectors and survey coordinators at the end of each day to assess the completeness and quality of data collected – provide feedback to ensure quality
§ Upload complete and verified data to the server system at the end of each day
§ Report to the Survey Coordinator in due time if any of the data collectors are repeatedly making errors in data collection
§ Ensure there are no ethical violation at any time during field work; and if any observed immediately report to Survey Coordinator
§ Ensure data collectors safeguard the confidentiality of study participants
§ Take notes of overall observation during field supervision and report to FHI 360 if any challenge
§ Be responsible for audio recorders and other equipment provided for field work until they are returned to FHI 360
§ Attend follow up meetings/be available to discuss field work activities
The Supervisor must have relevant academic qualifications and professional experience with the following specific qualifications:
§ Should have a minimum of Masters Degree in social studies, preferably in Public Health, Development Studies, Sociology, Social Work, Anthropology, Gender Studies and related
§ At least five (5) years of experience in supervisory role in household survey
§ Practical experiences in electronic data collection including using mobile/tablet applications
§ Excellent inter-personal skills particularly with people of different backgrounds
§ Excellent team management, coordination and problem-solving skills
§ Proficiency in one or more of the local languages – Amharic, Afaan Oromo and/or Tigrigna.
§ Excellent reading, writing, listening and comprehension/analytical skills in English as well as in one of the local languages
§ Work experience in OVC programming (Health and HIV, Education, Economic Strengthening, Food/Nutrition) is an advantage
