Fintrac Inc. Jobs Vacancies 2018

Fintrac is looking to hire a Deputy Partnership and Sub awards Manager the Feed the Future Ethiopia Value Chain Activity. The activity will contribute to the government of Ethiopia’s objective of improving agricultural productivity and the commercialization of smallholder farmers through an inclusive approach that integrates nutrition-sensitive interventions and climate-smart agriculture with value chain development. The Deputy Partnership and Sub awards Manager will work collaboratively with the Sub awards team and other units of Fintrac Inc. to ensure smooth management of Sub grants, Subcontracts and Technology funds. In the absence of the Partnership and Sub awards manager, this person will represent and manage Sub awards team. The position will also be responsible for capacity building of staff and partners on Sub awards management. In addition, s/he will work with others on improving internal ways of working.

KEY AREAS OF ACCOUNTABILITY:

Pre-Award Management

·       Provide coordination support to the development of Request for Proposals (RFP), Request for Applications (RFA) and technology fund proposals.

·       Ensure that all RFA/RFP, technical proposals, contracts and modifications with partners are processed and approved internally.

·       Coordinate site visits with potential partners to conduct negotiations and due diligence assessments.

Post-Award Management                                                                                              

·       Ensure that internal Subawards management systems and processes are successfully implemented across the life of the award and that key controls are in place to support effective management of Subawards.

·       Work closely with technical leads in Award kick-off meetings to ensure that all award information is shared effectively with relevant staff, including regional offices and partners.

·       Ensure regular Subawards monitoring across the value chain Activity and facilitate regular meetings with sub-awardees to ensure individual award performance is being tracked effectively, and that risks and issues are being recognized and action taken.

·       Ensure all Subawards trackers are an accurate reflection of current award status at all times.

·       Coordinate the review and approval processes for Sub awards reporting (technical, financial, deliverables, invoice) to ensure that reports are high quality and delivered on time.

·       Maintain effective communications on sub-awardees management with Program Management Unit (PMU) and Sub awardees.

·       Provide regular management information to the Partnership & Subawards Manager on the performance of the allocated portfolio.

Subawards Compliance

·       Support staff and sub-awardees to ensure award requirements are understood and complied with.

·       Work closely with technical leads and make sure potential issues and Sub awards modification requests are flagged promptly to PMU.

·       Track cost-share requirements and work closely with the M&E team to ensure that cost-share information is entered into the database.

·       Maintain proper tracker on sub-awardees and technology fund expenditures.

·       Ensure inventory list is updated periodically by sub-awardees.

·       Ensure to track inventory of items distributed through technology funds.

·       Maintain a proper file for Subawards documentations.

Capacity Building:

·       Carry out orientations and training to staff and partners on Subawards management procedures, agreement, and contractual requirements.

 

Job Requirements

QUALIFICATIONS AND EXPERIENCE:

·     Bachelor’s degree in social science fields, or international development from a recognized University;

·     5-7 years of experience of staff management, supervision and capacity building in Sub awards Management in USAID projects, international organizations and or NGOs;

·     Proven track record of supporting a senior management team

·     Proven track record of in-country award portfolio management

·     Knowledge of the requirements of the major donors and experience in reporting.

·     Good attention to detail and analytical skills

·     Computer literate (i.e. Word, advanced Excel, Outlook, financial systems).

·     Cultural awareness and ability to build relationships quickly with a wide variety of people

·     Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.

·     Excellent planning, management, and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities

·     Strong communication (written and spoken), and interpersonal skills in English.
