JSI Research and Training Institute Inc. / Universal Immunization through Improving Family Health Services (UI-FHS) is designed and implemented in collaboration with the Ethiopian Federal Ministry of Health (FMOH), the goal of UI-FHS is to learn, document, and share evidence with the Ministry and other stakeholders about how universal immunization might be achieved through affordable and sustainable approaches to reach all women and children with potent lifesaving vaccines.

OVERALL RESPONSIBILITIES

UI-FHS Immunization Specialist will contribute to the design, implementation, and evaluation of approaches and model practices that lead to sustainable improvements in routine immunization coverage in the respective woredas. They are expected to work in the existing health system hand in hand with health staff of all levels, community leaders, and other immunization partners. The Immunization Specialist will report to Regional Immunization Advisor and collaborate with the regional capacity building specialist and other project staff. The Immunization Specialist is expected travel to the Woreda (s) assigned up to 80% of the time to conduct follow-up visits, facilitate trainings, and mentor the strengthening of supportive supervision systems and active use of data for decision making.  The duty station of the IS could be Zonal towns and/or nearby towns in the woredas they support. Therefore, the immunization specialists has to be flexible to relocate. It is anticipated that an Immunization Specialist will need to support up to 3 woredas and a zonal health department simultaneously.

SPECIFIC RESPONSIBILITIES

  • Contribute to the design, implementation and evaluation of RED-QI approach at the Woreda level working with partners and supporting the existing immunization structure
  • Collaborate with Woreda staff, healthcare staff, community leaders, RHB/ZHD, Zonal stakeholders, and other partners
  • Support RHB/ZHD and WoHO to jointly strengthen supportive supervision (integrated and process based), trainings, review meetings, mobile and outreach sessions
  • Submit regular report and update on project performance
  • Closely plan and executed planned activities in close consultation with ZHD (if applicable) and WoHO
  • Build capacity of Zonal health department personnel on RED-QI approach (if applicable)
  • With RHB/ZHD, jointly support the Woredas of assignment and their HPs, and PHCUs to implement Reaching Every District (RED) approach with quality improvement for better and sustainable immunization services and specifically:
  1. Support annual woreda level RED micro planning meetings with detailed root cause effect problem analysis—linked with existing annual woreda core planning activities
  2. With WoHO, advocate for adequate PHC funds in line with annual micro planning activities; support WoHO in continuous advocacy with PHC funds throughout the year in line with ensuring key activities are woreda funded (e.g. integrated supportive supervision, quarterly review meetings)
  3. Organize advocacy visit, exchange visit, and support peer-learning processes when entering a new woreda
  4. Encourage WoHO to conduct regular review meetings as per plan and use the review meeting to revisit the RED micro plans and update annual plans with 3-month cycles of smaller priority actions
  5. Encourage WoHO/PHCUs to conduct regular supportive supervision visits as per plan, using checklists and oral and written feedback, including sufficient time spent during visits for on-job training and mentoring relating to EPI and quality improvement
  6. Organize and facilitate trainings and workshops based on the RED-QI guide and other EPI curricula
  7. Follow-up on QIT formation and functionality, Process Based Supportive Supervision review, and RED categorization tool activation
  8. Support approaches to reach all the target population for immunization, including newborn tracking systems in place and mobilization by community health workers and volunteers (e.g. Health Development Armies).
  9. Support all immunization sessions are held as planned; help with problem solving to address key challenges from canceled sessions
  10. Support WoHO to collect data using RED categorization tool, compile, analyze, and provide feedback; use of immunization data for decision-making, with a strong focus on improving data quality in collaboration with learning specialist.
  11. Document RED-QI activities as needed, including monthly and quarterly reports; ensure RHB/ZHD receives documented updates on progress of RED-QI at woreda level
  12. Compile monthly activity report and submit to Immunization Specialist
  13. Ensure integration of immunization with other health service and adaptation/application of RED-QI approach to other health services. Document lessons learned from integration/adaptation.

Job Requirements

Qualification and Experience:

  • A BSc degree in community health, public health nursing of at least 5 yrs, or post graduate degree (MPH, MSc.) in public health from a reputable institution with 3 yrs. experience.
  • At least 3-5 years of experience working with FMOH, particularly in immunization and maternal and child health services at government health facility level.
  • Good knowledge and understanding of government health policies, health service structures, traditional and religious structures and demonstrated ability to work within these structures.
  • Team leadership, supervisory and on-site problem solving experience of at least three years or more.
  • Flexibility to adapt and harmonize RED-QI approach with local immunization practices and community contexts
  • Willingness and readiness to frequently travel to field sites to meet the realities on the ground and ensure smooth implementation activities. Ability to travel up to 80% to zones/woredas.
  • Proven ability to use adult learning techniques, familiarity with participatory rapid appraisal techniques and peer learning methodologies applicable to training exercises.
  • Good report writing skills and systematic documentation of project activities and sound level of computer usage: MS Word, Excel, Power point and e-mail
  • Fluency (read-write-speak) in English. Skill of the official language of the Region of assignment is preferable.
