Management Science for Health Jobs Vacancies 2018

The CTB Sub-regional Lab Advisor responsibilities will include overall Zonal and Woreda planning, coordination, and technical support of laboratory quality assurance activities for the project to ensure quality assured laboratory services are delivered to the beneficiaries. Under the technical guidance and in close coordination with the Regional Lab Advisor and Zonal Cluster Coordinators, the sub-regional lab advisor with work to ensure progress is being achieved towards ensuring quality laboratory services for TB.
The Sub-Regional Lab Advisor will focus on the following priority technical areas:  External Quality Assessment (EQA) and Q/A systems for AFB microscopy including for iLED; specimen referral and result deliver of sputum samples for MDR-TB suspects and patients on follow up; TB lab ISO accreditation program and GeneXpert services.
SPECIFIC RESPONSIBILITIES
  • Support zones and woredas in planning, organizing and provision of TB lab related activities including off-site and on site laboratory trainings.
  • Ensure facility level availability and utilization of AFB Smear Microscopy manual, guidelines for Quality Assurance of smear Microscopy and job aids in health facility labs
  • Assist zones to strengthen the External Quality Assessment (EQA) and Q/A systems for AFB microscopy including for iLED microscopy
  • Support health facilities in the project zones to participate on international AFB microscopy EQA program
  • Conduct supportive supervision and provide on job training for health facility laboratory staffs with discordant EQA results
  • Assist EQA center laboratories to conduct re-checking as per the national guidelines, proper EQA feedback documentation and timely feedback of EQA result to participant laboratories
  • Support zones on GeneXpert implementation and annual machine calibration
  • Compile zonal quarterly TB EQA results and develop improvement plan to health facilities with discordant results
  • Strengthen and support the implementation of zonal specimen referral linkage activities at all level including the coordination of cold chain vehicle and eSpecimen referral System function
  • Ensure availability of TB laboratory commodities at TB diagnostic health facilities and strengthen the supply system
  • Support MDR TB treatment centers on timely specimen collection and result delivery during monthly clinic visits
  •  Provide technical support to woreda TB coordinators to conduct lab supportive supervision  and ensure proper slide randomization
  • Ensure the availability and proper use of SOPs for TB laboratory tests, specimen management, safety, waste management, microscope operation and handling procedure.
  • Ensure that all supported laboratories implement and follow TB laboratory biosafety practices to ensure the safety of staff, patients and the public.
  •  Conduct mentorship to selected health facility laboratories enrolled on TB laboratory ISO 15189 accreditation and/or on TB laboratory network accreditation.
  • Collect, Compile, analyze and send all required reports on time using report template provided.
  • Identify training gaps, coordinate trainings and handle financial issues accordingly when there is a need
  • Ensure availability of TB laboratory commodities at TB diagnostic health facilities and strengthen the supply system
  • Perform other duties as required.

Job Requirements

  • BSc/MSc in clinical laboratory or Microbiology.
  • Bachelor’s and 4-6 years of experience, or Master-s and 2-4 years of progressively responsible relevant experience is required
  • Previous experience as regional or sub-regional level is required
  • Be registered with the appropriate regulatory authorities
  • Familiarity with and experience in implementing local and national laboratory quality assessment, quality assurance and accreditation systems, including the ISO accreditation standards and accreditation process.
  • Excellent communication, and interpersonal skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse partners.
  • Computer literacy; competency with Microsoft Office, internet and email systems.
  • Fluency in written and spoken English and Amharic is required
  • Additional fluency in Tigrigna  is preferred
  • Ability to work independently as well as in collaboration with colleagues and partners
  • Familiar with regional communities and free of any addiction substance
  • Willingness to travel frequently (up to 50% time) within Ethiopia required.
