The Government of Malawi has received financing from the World Bank towards the cost of the Investing in Early Years for Growth and Productivity in Malawi and intends to apply part of the proceeds for consulting services as a Community Facilitator for the Project.
The Community Facilitator shall be reporting to the District Social Welfare Officer and the Nutrition Officer, and will have the following responsibilities:
Facilitate community mobilization and awareness of interventions and implementation strategies.
Coordinate with the Community Extension workers to facilitate the formation and capacity building community delivery structures for nutrition (Promoters, CLANS and Care groups and ECD (Community mentors, care givers, Center Management Committees mentors).
Regularly collaboration with Health, Agriculture and Gender Extension Worker staff the front line extension staff during the Planning, implementation and monitoring of activities to be delivered at community level.
Facilitate training of Frontline workers and provide technical support during the training of promoters, CLANS and Volunteers.
Ensure program quality through regular monitoring and technical support while ensuring compliance to standard procedures in ECD and nutrition education sessions.
Facilitate Agriculture, Health and Gender Frontline extension workers to Support promoters, Cluster Leaders and CBCC centre management committees in the development of activity plans and reports.
In consultation with the District s Economic Strengthening Officer, formulate/ strengthen, train and supervise Village Savings and Loan Associations or Groups.
Coordinate and supervise community outreach activities.
Collaborate with and support agricultural Extension workers in the target communities to implement nutrition related interventions to promote dietary diversity and consumption of iron rich foods using ECD and Care group structures.
Ensure that mentors and Cluster Leaders have necessary tools to facilitate their work.
Coordinate monitoring and evaluation activities including review meetings, data collection, compilation of indicator trucking tables and submission of monthly reports.
In collaboration with Frontline Extension Workers from Agriculture, Gender and m. Perform any other related duties as assigned by supervisor.
The Facilitator shall be recruited for a period of five (5) years, but renewable annually subject to satisfactory performance.
The Ministry of Gender, Children, Disability and Social Welfare and Department of Nutrition, HIV and AIDS now invites eligible individuals ( Consultants ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
At least a Diploma in Nutrition, Early Childhood Development, Health Sciences (Public Health), Social Sciences, Education, Community Development, Agriculture, or related development fields. Those with a degree will have an added advantage.
Must have at least 3 years experience in community development, nutrition and early learning and stimulation related services for the priority population.
Previous experience in coordinating with multiple stakeholders and Community Extension Workers at community level.
Knowledge of functions of Nutrition and ECD community delivery structures.
Demonstrated knowledge of the sociodemographic, administrative, cultural characteristics of the community he/she will serve.
Basic computer skills
Malawian nationality and knowledge of at least one local language spoken in the Traditional Authority where she/he will serve is required.
Strong communication skills and demonstrated ability to conduct sensitive, empathic interviews and conversations that highly respect the dignity and diversity of clients is essential.
Experience in capacity building of community level e.g. training, participatory evaluation, review, needs assessment and community mobilization.
Ability to work in a multidisciplinary environment. working closely with other sectors e.g. agriculture, wash, health, nutrition, ECD, social protection etc.
Understanding and experience in implementation through decentralized structures will be an added advantage.

A Consultant will be selected in accordance with the Individual Consultant (INDY) selection method set out in the Procurement Regulations.
