ROLE PURPOSE:

The Senior Specialist will work closely with teams of livelihoods specialists and responsible for the design and development of high quality programmes (including proposal development), policy engagement and advocacy outcomes of SC’s Livelihoods and Resilience work in Ethiopia. The Senior Specialist is also responsible for contributing to strong Monitoring and Evaluations systems (M&E) to measure the impact of the programmes, for providing technical advice (in close co-ordination with the Programme Implementation department) and capacity support to staff in the field to ensure the Livelihoods work is of high quality and achieves the programme objectives.

The ability of Senior Food Security and Resilience Specialist is to push forward market systems development (M4P) approaches and innovative/new ideas in all stages of programming will be one of the position’s three success factors. The second will be the degree to which that person promotes and captures learning by her/his team, institutionalizing activity reviews, identifying and evaluating preconceptions and promoting a culture of inquisition. The third success factor will be the degree to which that person drives results, making critical decisions and producing scheduled outputs at deadline and to expected quality.

SCOPE OF ROLE:

Reports to: Livelihoods, Resilience and WASH Thematic Director

KEY AREAS OF ACCOUNTABILITY:

In line with SCI’s dual mandate, these key areas of accountability apply to SCI Ethiopia’s work in emergencies (acute and chronic) and in development settings.

Strategic Programme Development

Be responsible for leading the development of technical strategies and projects, and jointly plan and implement advocacy activities.
Through external contact with relevant counterparts across agencies, identify new potential partners for strategic engagement and negotiate strategic priorities.
Document content of internal/external technical meetings and disseminate to relevant staff.
Support the development of annual operational plans and the regular internal programme planning and review meetings for the Livelihoods theme, as well as related inputs to quarterly and annual SC UK reports.

Strategic Fundraising

Build on technical knowledge, research and current/previous programming to lead development of proposals for new programme initiatives in close coordination with the relevant staff. This includes all aspects of proposal development, such as concept notes, grant amendments, etc. In developing new proposals, close consultation with programme staff in the field, other technical specialists/advisors and senior managers is essential.
Through external contact with relevant counterparts in donor/research agencies, identify new potential funding sources and share with managers.
Ensure that each proposal and annual implementation plan contains a (funded) research and policy dimension to it that directly feeds into the agreed Thematic Advocacy Plan and lead the implementation of research necessary for evidence based advocacy.
Accompany and facilitate donor visits and provide relevant background materials, as required

Policy Analysis, Policy Engagement and Advocacy for Policy Change

Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the sector or thematic area covered.
Represent SCI at all relevant technical external task forces, working groups, seminars or other meetings / forums which have been identified and approved by the Head and use these meetings to negotiate strategic, and advocacy positions.
Develop policy and advocacy briefs (or related material) based on technical learning from projects, and the development of best practices.
Identify and develop good relations with all key stakeholders in the sector, particularly those government departments and donors identified as key in achieving agreed SC advocacy outcomes.
Develop good relations with other NGOs, development and UN agencies etc working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
Ensure that the voices of children guide advocacy and policy change objectives and related activities.

· Ensure an integrated approach to program implementation in order to maximize resource utilization and synergy between the staff and different MC programs where relevant and feasible.

Livelihoods Technical Advisory Support and Programme Quality

Provide technical support in the development of livelihood project proposals and identify appropriate innovative approaches
Work closely with colleagues in Programme Implementation Department to identify and provide, as requested, specific technical support.
Technically advise on the design of Livelihoods projects ensuring the projects are of high quality and contribute to improved Livelihoods and hunger reduction targets
Together with other Livelihoods Specialists/Advisors, support the development and implementation of a training program on Livelihoods, Resilience related topics.
Provide technical advice and mentoring to increase use of Livelihoods analysis to inform design of livelihood emergency projects.

· In cooperation with PDQ Learning and Knowledge Management, ensure proper documentation of experiences and lessons learned during Child Participation projects under supervision

· In cooperation with Member Service, provide information and inputs to be used for SCI Livelihoods information and communication materials

· Ensure an integrated approach to program implementation

· Provide direct and ongoing field supervision to provide quality advise and technical review

Recommend program priorities and explore, evaluate and present new opportunities that leverage impact and/ or complement core activities.
Analyse project implementation strategies to identify constraints to program success and provide timely recommendations;
Coordinate, manage and motivate program teams through ensuring that they have clear objectives/individual work plans as part of performance management) and receive meaningful feedback on their performance.
Provide regular and consistent field level technical backstopping to livelihoods and resilience focused projects to ensure quality of four programming
Lead in the development and roll out of FSL and Resilience related quality benchmarks and ensure this is fully internalized by project staff at all levels;
Provide technical support in the roll out of Save the Children’s common approaches such as HEA, Resourcing families with better Nutrition etc…

Representation and Coordination

Establish and maintain productive working relationships with relevant stakeholders;
Represent SCI in important forums or platforms, at national level, relevant to the livelihoods and food security agenda

· Share livelihoods related information with relevant stakeholders such as local government departments, NGO’s and local authorities, as appropriate and advised by the line manager

Other:

Conduct himself/herself both professionally and personally in such a manner as to bring credit to SCI and to not jeopardize its humanitarian mission;
Other duties as assigned by the supervisor;

Job Requirements

QUALIFICATION AND EXPERIENCE

Master degree in Agriculture, Rural Development, Development Studies or related fields with a minimum of 10-12 years related work experience in the area of Livelihoods, Food Security;
Experience in working with government counterparts and other partners at various levels – federal to district. This includes technical support, capacity-building and coordination.
Excellent understanding of Livelihoods issues in Ethiopia at both field and policy levels.
Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia, in relation to thematic area.
Experience in designing Livelihoods strategies and proposals.
Sound understanding of market systems development or M4P approach;
Good experience in working with private sectors.
Robust understanding of the pastoralist livelihoods strategy and related policies and work experince is a plus
Excellent understanding of the Household Economic Approach [HEA] is an advantage
Strong data collection, analysis and report writing skills.
Strong analysis of Livelihoods data and ability to summarise and communicate this to a range of audiences.
Proven advocacy and representation skills
Demonstrable experience in M&E
Good presentation, training and facilitation skills
Proven conceptual skills and an ability to think and plan strategically
Good communication and interpersonal skills and an ability to train and mentor staff
Proven ability to manage a complex and demanding workload
Good spoken and written English,
Good computer skills (particularly Excel, Word and databases)
