Tetra Tech Vacancies 2018

Tetra Tech International Development Services is currently accepting expressions of interest from qualified Deputy Chief of Party/Operations Manager candidates for an anticipated 5-year USAID Land Governance Activity in Ethiopia.
Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the DCOP will provide technical leadership, administrative oversight, and overall coordination of the activity, to manage staff, to ensure USAID Land Governance meets stated goals and reporting requirements, and to ensure the quality, timeliness, and efficiency of all products and activities generated under USAID Land Governance.
MAIN RESPONSIBILITIES AND TASKS:
In coordination with the COP, the DCOP is responsible for the overall implementation of the project and his/her responsibilities include, but are not limited to, the following tasks:
Programmatic Leadership
  • Provides quality assurance/quality control of all program deliverables;
  • Provides leadership, supervision, and direction to the project’s field implementation team and additional short-term technical assistance resources;
  • Coordinates the preparation of work plans that define the activities to be carried out under the project, of progress reports that update the client on project implementation, and of all other major project deliverables defined in the contract;
  • Ensures that contractual obligations are met and that Annual Work Plans (AWPs) are being successfully implemented;
  • Assumes overall responsibility for the establishment and efficient operations of administrative, personnel, financial, and related management systems as codified in Tetra Tech’s manuals, handbooks and SOPs;
  • Manages the Annual Work Plan (AWP) to ensure optimal project execution within the contract period of performance, thus ensuring that all project activities, contract deliverables, and performance indicator targets are initiated and satisfactorily completed with sufficient time remaining to ensure a well-managed and low risk closeout of all project operations;
  • Approves and/or coordinates the preparation of all scopes of work and timetables for the design and implementation of program activities in conjunction with work plans and in accordance with Tetra Tech policies and contractual obligations;
  • Monitors and evaluates project performance and progress, and informs Tetra Tech and the client organization of the results of this monitoring;
  • Develop and supervise M&E information tracking system to ensure timely and accurate reporting of all outputs and deliverables consistent with the work plan, PMP, and periodic performance reports;
  • Supervise project staff including administrative and/or technical assignments, signing of timesheets, travel approvals, recruitment; and provides training and conducts performance evaluations, or delegate these authorities as required;
  • Provide management support and strategic guidance to any administrative functions such as the Contracts, Grants and Procurement Manager (CGP Manager) as needed in relation to implementation issues arising in Tetra Tech ARD grants, contracts, and subcontracts;
  • Comply with all Tetra Tech corporate training requirements, and/or as required for quality control and risk management;
  • Provides technical assistance to the project in one or more specific technical areas, in accordance with the contract statement of work and approved work plan;
  • Implements any other activity as deemed appropriate by the COP which contributes to project success.
Administration
  • Assist the COP in the general management of the project office;
  • Assist the COP in local staff and consultant recruitment, hiring, and contracting;
  • Manage project personnel to assure highest standards of performance are achieved, including setting performance expectations; conducting annual performance reviews; documenting poor performance in the file; following all local labor laws; providing leadership that effectively prevents, mitigates, and addresses any perceived discrimination in the workplace, and trains staff on and helps to locally model and administer Tetra Tech corporate-level policies regarding ethics, health, safety, and the Foreign Corrupt Practices Act, among others;
  • Ensure compliance of project operations with USAID, Government of Ethiopia (GOE) and Tetra Tech Home Office administrative policies and guidelines;
  • Respond to pertinent information requests from project partners and other relevant organizations/institutions;
  • Advise the COP on all policy matters concerning project administration and financial management.
Finance
  • Assist the COP in preparing local budget projections, using the operational budget;
  • Monitor project financial situation and report regularly to the COP on financial status;
  • Ensure compliance with USAID and Tetra Tech procurement regulations and processes, consulting with the home office to maintain compliance with Tetra Tech’s Procurement Handbook procedures;
  • Develop appropriate and relevant documentation for and supervise the proper implementation of all financial and administrative policies and procedures.
Contracts/Grants/Procurement
Oversee with the COP, Grants and Subcontracts to achieve the following:
  • Prepare procedures for procuring goods and services and awarding of grants consistent with all relevant USG and Tetra Tech policies and procedures;
  • Coordinate with the technical team in developing scopes of work and bid documents for procuring goods and services;
  • Participate on all technical and financial evaluation committees.

Job Requirements

  • Master’s degree or other post-graduate degree in urban planning, land tenure and management, natural resources management, agriculture, economic development or other related fields
  • At least 10 years of relevant and progressively responsible work experience in Ethiopia (previous experience leading a donor project preferred)
  • Minimum of five (5) years of project management experience (supervising staff and budgets)
  • Recognition as national or international-level expert in land tenure, land administration, land use planning, and/or land management, particularly in urban or peri-urban settings, with verifiable experience managing comparable programs related to land use planning
  • Extensive experience in urban planning, land tenure and management, natural resources management, and economic development
  • Demonstrated capability to work effectively and sustain professional relationships with local government officials, local stakeholders, public interest and community groups, and private industry representatives
  • Proven negotiation ability to assist the COP to ensure project interventions are fully coordinated with other donor and GOE’s institutions
  • Outstanding communication, management, and reporting skills
  • Fluency in written and oral English required
  • Proficiency in a regional language highly desirable
  • Knowledge of USAID and other international donor rules and regulations highly desirable
  • Financial integrity
