Under the direct supervision of LCD’s Chief of Party, the Specialist will be responsible for the following areas:

M&E Capacity Development for Local Implementing Partners (LIPs) Responsibilities

• Support LIPs in their implementation of Capacity Development Plan (CDP) reform areas, specifically focusing on M&E
• Conduct trainings for LIPs on specific M&E topics
• Create demand and facilitate technical assistance sessions, open houses, and executive roundtables on M&E
• Provide reviews and feedback on LIPs’ M&E documents
• Perform site visits to LIPs as well as Open House sessions at LCD to answer specific questions related to M&E
• Facilitate peer-to-peer learning among and within LIPs in the area of M&E
• Facilitate and validate LIPs’ self-assessments focusing on M&E, as necessary

Project M&E Responsibilities

• Support the implementation and oversight of LCD’s performance management and reporting system, including updating the M&E plan, as needed
• Support data collection, collation and analysis of LCD activities for smooth project closeout
• Ensure LCD data quality and verifying data through regular, informal data quality assessments
• Conduct relevant surveys, trackers and questionnaires for LCD’s M&E activities
• Assist in preparing and submitting in a timely manner all required performance reports to USAID, including the reporting of M&E data in AID Tracker+

Other duties and responsibilities as required

Minimum Qualifications

• At least 10 years of experience managing M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks; developing PMPs, work plans and indicators, monitoring on-going programs for USAID or other large donor organizations.
• Experience in monitoring and evaluation of programs for USAID and/or other large donor organizations
• Advanced degree in M&E, public policy, economics, business, international cooperation/international development, or a related field (required)
• Strong leadership and communication skills
• Fluency in the English language
