The Pharo Foundation is a private foundation committed to the development of Africa.  Our vision is an economically self-reliant Africa. The Foundation is currently implementing a five years strategic plan that runs from 2016-20. Our strategic objective is to significantly improve the income and livelihoods of 30,000 households in Africa. We are committed to scaling up our work; improving the quality and the effectiveness of our programme selection, design and implementation based on evidence; and achieving significant and lasting improvements in the quality of life of the people whom we support.

The MEO position will be based in Addis Ababa with frequent trips to project sites in BGRS and SRS. This will be a senior and well remunerated position that will serve a key function of ensuring program quality and efficiency.

Key duties and responsibilities

  • Reporting to the CR, s/he will have the following key duties and responsibilities:
  • Contribute to program/project design by ensuring measurability of results and design the M&E framework of projects
  • Lead the design, formulation and implementation of surveys, studies and evaluations
  • Develop standard procedures for outsourcing technical studies, evaluations and surveys such as drafting templates for ToRs, contracts etc
  • Conduct rigours monitoring field trips to track, document and share progress of project activities
  • Coordinate the development of systems and tools that are needed to mainstream learning across the programme work and support the team in the mainstreaming of learning.
  • Build knowledge and skills on design, monitoring and evaluation systems within the programme team by providing trainings and regular backstopping support.
  • Lead the development of a learning strategy that will contribute towards the improved effectiveness of our and our partners’ programme design, execution, impact and influence.
  • Coordinate periodic external evaluations to assess achievement of objectives and to highlight challenges faced and lessons learnt.
  • Design and coordinate the implementation of an impact assessment system appropriate to our organisation’s mission and objectives.
  • Record and store all important project/program information of the Foundation which enables the position to serve as programme focal person of the country office.
  • Ensure information gathered through monitoring activities is shared in time and in an appropriate reporting formats (including preparation review briefs, case stories, photo galleries, video clips etc) with senior management/ leadership/ and external stakeholders.

Job Requirements

Required qualities and skills

  • Postgraduate qualification in development studies, statistics, economics or other related disciplines.
  • Minimum five years’ experience in monitoring, evaluation, learning, reporting or programme coordination positions.
  • A high level of technical expertise such as having an M&E role at a country office or regional office level
  • Familiarity with donor funded integrated development works in rural and urban areas (preferably familiarity with private foundations, venture capitals etc)
  • Team work that builds on colleagues’ knowledge and expertise to maximise learning, enhance programme teams’ skills and confidence and improve the quality of programming.
  • High level of interpersonal skills with the ability to work across organisations with strong communication and listening abilities and good problem-solving approach.
  • Good understanding of financial requirements of the programme and ability to prepare and manage budgets.
  • A self-starter with initiative and the ability to work alone when necessary.
  • Ability to be creative and innovative in generating new ideas and putting them into practice.
  • Experience in participatory programme development approaches and techniques.
  • Good command of written and spoken Amharic and English; good command of other local languages is an advantage.
  • Proficiency in the use of database software SPSS, STATA, EPI-INFO etc and other relevant software is essential for the position.
  • Ability to multi-task, work under pressure and meet deadlines.
  • Passion for African rural development and economic self-reliance of rural communities.
  • Ability and willingness to travel often in country and occasionally to other countries in the region
