Organizational Context
UNHCR committed to shepherding in the Comprehensive Refugee Response (CRR) framework in September 2016 and Ethiopia is one of the dozen countries committed to implementing the approach globally. In order to support CRR efforts, UNHCR staff and partners involved in the CRRF need much support in terms of organization, administration and logistics.  The Senior Administrative Associate (CRRF) will be responsible for assisting the CRRF manager in the implementation of general administrative and resource management tasks. S/he will work quite independently on regular assignments with an oversight from the supervisor, who will provide general guidance and work plans for identifying work priorities and appropriate approaches, including CRRF work plans; work is controlled for meeting expected results and conformity to policy and procedures – as well as identifying opportunities for new procedures as required.
Responsibility
  • Supports the overall management of the overall CRRF effort in Ethiopia, ensuring administration, logistical and organizational support
  • Analyses and maintains an overview of CRRF work of the CRRF office to ensure that timely administrative support is provided in general and specialized areas.
  • Participates in the recruitment and training of related staff for specialized and non-specialized work and assigns General Service staff to meet work requirements.
  • Assist in the support to the development and implementation of the communications strategies, campaigns, events and other initiatives in support of CRRF in Ethiopia.
  • Supports CRRF management with development partners, embassies and other partners, compiling accurate information by assisting in the organisation of regular briefings, bilateral meetings and supporting donors/partners field missions around CRRF – including by taking and compiling notes
  • At the request of supervisor, participate in missions and field trips with donors and other official visitors in support of the CRRF
  • Facilitates information flow between UNHCR, the CRRF coordination mechanism and all stakeholders involved in the roll-out of the CRRF at national and field levels.
  • Consolidates information on CRRF and identify appropriate messages for campaigns, advocacy, resource mobilization or other purposes and assists with the drafting of regular situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
  • In addition to general administration responsibilities, may also supervise, directly and indirectly, activities concerned with office and grounds maintenance, security, transport and similar services;
  • Advises and assists senior staff in the area of office management.  Arranges for and/or attends meetings on day-to-day administrative matters, participates in discussions of new or revised procedures and practices, interprets and assesses the impact of changes and makes recommendations for follow-up action;
  • Prepares correspondence, special reports, evaluations and justifications as required on general administrative or specialized tasks that may be of a confidential nature within the assigned area of responsibility;

Job Requirements

Essential Minimum Qualifications and Experience
  • Completion of secondary education or equivalent technical or commercial school with certificate/training in Business Administration, Finance, Office Management, Human Resources or other related field;
  • Minimum 11 years of previous job experience relevant to the function – or six (6) years if complemented by a relevant University Degree
  • Computer skills (MS office and People soft applications)
  • Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station).
  • In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.
Desirable Qualifications & Competencies
  • Knowledge of and commitment to the CRRF approach
  • Knowledge and working experience of MSRP HR, Finance and EPM Budget applications.
  • Completion of UNHCR learning programmes or specific training relevant to   functions of the position.
  • Knowledge of UN/UNHCR administrative and financial rules and procedures.
  • Knowledge of another relevant UN or local languages.
