Background

Malawi is a Delivering as One country since 2007 and at the forefront of UN reform, with 14 of the 15 SOPs on Delivering as One implemented and a range of innovative projects aiming to enhance coordination among the 10 resident and 12 non-resident UN agencies working in Malawi. The UN in Malawi is next year embarking on its new UN Development Assistance Framework (UNDAF) 2019-2023. The UNDAF captures the agreement between the UN in Malawi and the Government of Malawi on selected areas of work that will be the basis of development cooperation over the next five years and sets out specific outcomes the UN and Government of Malawi will together aim to achieve by 2023. This UNDAF has three pillars of which the UN system in Malawi aligns around: 1) Peace, Inclusion and Effective Institutions; 2) Population Management and Inclusive Human Development; and 3) Inclusive and Resilient Growth. This UNDAF responds to UN reform by the way the UN in Malawi will do things differently. This will include doing things togetherthrough joint annual work plans, joint programmes, common operations, and joint resource mobilization.

Where necessary and practical the UN will operate through Joint Programmes in the new UNDAF. There are currently a few ongoing, including the Joint Programme on Girls Education, and a few in the pipeline, including the Joint Programme on Youth, Joint Programme on Data, and the Spotlight Initiative which aims at ending Sexual and Gender Based Violence.

Malawi has since 2015 used the Malawi One Fund to pool resources for specific purposes (humanitarian, human rights, right to food, girls education). The new UNDAF raises the ambition of the UN in Malawi, and this ambition must be met by appropriate tools. The One Fund will therefore get a new name and a makeover next year to be fit for its purpose; the Malawi SDG Acceleration Fund, with three thematic funding windows based around the SDGs.

Scope of Work

The intern will be placed in the United Nations Resident Coordinator’s Office (RCO) as a coordination officer. The RCO provides direct support to the UN Resident Coordinator and the UN Country Team, including advisory, technical, organizational and management support. Under the guidance and direct supervision of the Head of RCO the intern will provide support to the RCO in planning, reporting and coordination of the UNDAF 2019-2023, including in specific components such as the setting up of the SDG Acceleration Fund and maintain a link between the agencies and the RCO in joint programming.

Duties and Responsibilities

Under the direct supervision of the Head of RCO, the intern will undertake the following tasks:

  • Support the RCO in setting up the SDG Acceleration Fund and its thematic windows for joint resource mobilization;
  • Support the operationalization of the Joint Resource Mobilization Strategy
  • Support the RCO in following up with agencies on the ongoing Joint Programmes
  • Support the RCO in coordinating the agencies to operationalize the planned Joint Programmes (Spotlight Initiative, Data, Youth);
  • Produce minutes, talking points, speeches, briefs, and reports as relevant from the intern’s responsibility areas; and
  • Perform any other related duties as requested by the Head of RCO and UNCT.

Competencies

  • Knowledge of Delivering as One and UN reform;
  • Understanding of the social, economic, institutional, and political environment in the southern African region is an advantage;
  • Motivated to contribute towards peace and development and to serve others;
  • Good interpersonal, networking and communication skills;
  • Knowledge of computer programs, including Microsoft Word and Excel;
  • Willingness to contribute and work as part of a team;
  • Flexible and open to learning and new experiences; and
  • Willingness to take initiative and work independently under pressure to meet deadlines.

Required Skills and Experience

Education:

  • Enrolled or recently completed a Master’s degree in economics, international development, political sciences, social sciences or related field (Within 1 year of graduation).

Experience:

  • Demonstrated interested and experience in UN coordination;
  • Up to 2 years’ experience working in the field of international development (desirable).

Language:

  • Fluent in English.
