Concern Worldwide is an Irish-based non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern Worldwide has been working in Ethiopia since 1973 focusing on health, nutrition, water and livelihoods as well as emergency interventions. The longer term intervention areas have largely been based in rural communities of Amhara, SNNPR and Tigray Regions and in the capital, Addis Ababa. However, emergency interventions have also been supported Oromia, Afar, Gambella and Somali Regions. Concern’s development programmes in recent years included; nutrition and health, food security and resilience building, urban vocation training, livelihoods and humanitarian response.

Concern Ethiopia Programme has started implementing a project entitled ‘Promoting young women’s livelihoods and nutrition’ in two districts of Tigray region with the objective of improving access to community-based nutrition and livelihoods services among selected young women in the target woredas. Objectives of the assignment

The objective of this assignment is to implement the Promoting Young Women’s Livelihoods and Nutrition Project as per the project document, the government and organizational standards.

Scope of work

Under the supervision of the project manager (health &nutrition), the IYCF Senior Project Officers will be based in Saesie Tseadaemba and Saharti Samre woredas and will be responsible to execute all project activities regarding with optimal MIYCF issues in their respective woredas. He/she will work in close collaboration with the relevant government stakeholders at woreda and kebele level in order to realize the objectives of the project came true.

Liaises with: Internally with all project staff and externally with MOH staff at all level, the community and other relevant stakeholders

Major Duties & Responsibilities

·  To play effective and professional leadership/management role during project implementation.

· Manage the project as per the project proposal and budget secured.

· Co-ordinate and manage project staff and conduct PDR of each staff under his/her supervision.

·  Assist the project team to develop weekly and monthly objectives and work-plan for the project and ensure that all planned activities are met.

· Coordinate and insure that reports from project officers are received timely, compiled, analysed and submitted.

· Compile monthly, quarterly, and project end reports to Concern, government and donors. Provide both formal and ongoing training to field teams and partners in planning and implementing the project.

· Ensure the proper and timely utilization of the allocated project budget

·  Assist the project logistics officer in tracking & managing supplies and equipment.

·  Contribute to budget preparation and revision as necessary

·  Monitor staffing needs and assist the recruitment of local staff

· Support staff development through coaching and mentoring to enhance the capacity of project and partner staff

·  Liaise with relevant national and international NGOs operating in the area and government bodies to ensure information sharing and coordination, regarding response plans, agreements and reports.

·  Ensuring that Monitoring & Evaluation plans are implemented with the involvement of relevant stakeholders

· Ensuring that all project partners have a clear understanding of Monitoring & Evaluation requirements and incorporate them in the project implementation

·  Perform other duties provided by line manager.

· A bachelor degree in clinical Nursing public health nursing or other related fields with 3 years relevant experience

· Experience of implementing nutrition related programmes including monitoring and evaluation

·  Demonstrated ability to foster partnerships with community and/or Government agencies/organizations and groups

·   Strong experience in Networking, Report writing skills

·  Strong group facilitation and training skills

·   Knowledge of community development, empowerment and mentoring approaches

·  Proven capacity to supervise, train and coach staff and working with community members

·   Ability and willingness to frequently travel and stay at the field

·  Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.

· Good oral & written communication skills of both English and Tigrigna
