DCA is a Danish relief and development organisation working to assist and empower people affected by poverty and disasters to live a life in dignity. In Ethiopia, key areas of its work are saving life and livelihood through humanitarian interventions resilience building of vulnerable communities and empowerment.  DCA invites competent professionals to apply for SHARPE Project Facilitator/Coordinator Position.

Program Summary

DCA plans to engage in a DFID-funded, 3.5-year programme, Strengthening Host and Refugee Population Economies (SHARPE), whose main objective is to “increase sustainably the net economic returns to refugees and hosts communities through both increased gains and decreased losses.” The programme will use an M4P approach, focusing on six market systems in three focal regions/hubs (Gambella and Somali Region, Jigjiga and Dollo Ado) to improve the livelihoods of 200,000 beneficiaries. The programme begins with a 6-month Inception Phase during which diagnostic reports will be developed, a management results framework developed, and interventions piloted. Activities should focus on market systems development and be facilitative, adaptive and innovative to reach the beneficiaries in an equitable manner that promotes cooperation between refugees and host communities.

General Position Summary

The facilitators/Coordinators reports directly to the respective Hub Lead; and functionally aligned to DCA Head of programs/ Program manager. The Facilitator will represent DCA SHARPE in the project location and relevant fora and have regular consultations with local partners, stakeholders and key beneficiaries, identifying community and project field level needs. They will serve as primary contact point for the beneficiaries, refugees and hosting communities alike. For the initial stage of the program, the facilitators will conduct feasibility study and market assessment in each region and develop the overall plan and structure for the next stage of the program. Specific Duties and Responsibilities

Project Cycle Management

  • Support the team during the diagnostic phase with relevant knowledge on refugee programming and in line with the approved results framework facilitate and lead preparation of detailed implementation, M&E, and procurement plans; and ensure they are regularly updated;
  • Ensure activities are implemented according to plans and budgets, donor requirements and that activities are executed in line with acceptable quality standards in ways that are responsive to communities’ needs
  • Integrate community approach, gender sensitivity, and capacity building into all activities as appropriate
  • Coordinate/facilitate and manage the day-to-day implementation of DCA SHARPE project activities; Apply a critical Markets For Poor perspective to all analyses of market systems functions and assessment of key challenges to inclusiveness, productivity and efficiency
  • Ensure that program development and implementation are responsive to communities and partners and consistent with DCA’s relevant program guidelines, principles, values, quality standards and strategic plan.
  • Closely work with partner staffs, UNHHCR, ARRA, target beneficiary representatives, and the local government in setting out clear and transparent targeting criteria; and ensure they are clearly communicated to target communities and stakeholders;
  • Participate in regional, zonal, district and camp level coordination forums, meetings, networks, and ensure DCA/SHARPE operations are aligned and coordinated with similar efforts of government and other humanitarian and development actors;
  • Ensure feedbacks from target communities and stakeholders are regularly collected, documented and timely responded;
  • Provide update on project implementation status to SHARPE Hub lead, DCA program manager, and SHARPE management team
  • Regularly monitor potential risks, and implementation challenges and, together with all project staffs and consortium members work and other partners towards proactively seeking solutions;
  • Promote experience sharing and cross-learning among the SARPE partners;
  • Develop partners’ MoUs, contracts, partnership frameworks as required for the implementation

Partnership and Representation

  • Represent DCA SHARPE at regional, zonal, and district GO-NGO forums; UNHCR/ARRA task force meetings; sectorial coordination meeting; and other relevant forums and update the rest of the team on the outcomes of such forums;
  • Promote and maintain good partnership with stakeholders (target communities, private sector, government, ARRA, UNHCR, and other humanitarian actors) in the spirit of respect, equity, transparency and complementarity;
  • Work closely with academic and research institutions in the introduction and promotion of innovative technologies.

Budget Management

  • Ensure adherence to donor guidelines, DCA internal control procedures as well as DCA grant management guidelines in the course of the utilization and management of organization resources;
  • Ensure resources are used only for the intended purpose with maximum possible efficiency;
  • Manage and regularly monitor budget utilization status of the DCA SHARPE project; and make sure prior authorization is secured from respective DCA and donor officials in the case of over and under expenditures

Security

Accountable to:                               SHARPE Hub Lead in the respective location  

Terms of Employment:                 One year with a possibility of extension.

Job Requirements

Key Qualifications/ Skills:

  • Advanced University degree in social studies, development studies or relevant field
  • Minimum five years’ field management experience

Technical & Other Skills

  • Documented experience and excellent understanding of challenges and opportunities working in a refugees setting including protection issues
  • Experience on refugee livelihood activities and potential value chains
  • Experience on working with refugee hosting communities and understanding of potential conflict dynamics
  • Experience on applying Markets4Poor approach and Economic & Markets Development facilitation an advantage.
  • Experience working in an analytical capacity; ability to understand local markets and identify bottlenecks to suggest improvements to programme design
  • Experience in one or more of the SHARPE target sectors (esp. wood, livestock, crops, fish, labour and aid) an advantage.
  • Experience in working in sectors like livelihoods, rural development, private sector development an advantage.
  • Willingness to work in Jijiga, Dollo Ado or Gambella
  • Proficient in Somali and Amharic
  • Experience working in or with the private sector is desirable
